Goto arrived in Kyoto after lord had returned to Tosa .
He therefore explained this policy to Satsuma.

But Satsuma had decided on a policy to armed uprising already.
Of course they was frown at first.

They were convinced of the success of the armed uprising.
However， there was no clear plan after they succeeded.

"This policy will be the starting point of the new administration."
They thought so.

Also Satsuma inside was not a monolith necessarily.
There were opponents to plan of armed uprising.
Consequently their plan had been delayed.

By the way  "Inui Taisuke" was renamed later to ”Itagaki Taisuke”.
Therefore I write him as "Itagaki".

After return to tosa he set out to reform military system of Tosa.
There was an atmosphere that allows for it.
Conversely of Satsuma，public opinion of Tosa was not only cautious.
There was also cooperation of Nakaoka.
He told Itagaki an overview of army of Choshu and Satsuma.
Because Choshu and Satsuma were the most modern army not only as his Comrade.
