we do not want war

Ojiya was 15 km south of Nagaoka.
There was a front-line base of the new government troops here.

River was flowing along this road.
Ojiya is the left-hand side of it and Nagaoka is right side.
New government troops had begun to move to the opposite shore.

But Japan was the rainy season at this time.
So river was swollen.
Troop movements were making little progress.

Kawai asked the chief of staff at here.
He was the early 20s.

・・・・・・・・・

The person in charge of the new government agencies of Ōu region.

"This is too reckless.”

When this dispatch had decided, first candidates  were declined it.
As result, adventuristic person were appointed to it.
This staff might have had the same situation.

・・・・・・・・・

"We have ignored the instructions of the government.
I apologize sincerely as the representative of Nagaoka."
Kawai said so at first.

"However, public opinion of Nagaoka is very confusing now.
Because Ōu troops has been stationed at near Nagaoka.

If we ran the government order, become war against them.
It is most likely.

We do not want war.
We hope keep in neutral.

Of course we have no intention to rebel against the government.
However,Nagaoka is a small country.
If we participate in the government troops.
I think we are useless much for the government troops .

And feud of east and west of Japan.
We think this situation is just a misunderstanding.

Please give us time.
We will convince them to surrender to government.
If we convince them with all our heart.
I think they agree surely to it.
We believe so.

Avoid war.
We think it is the most important for Japanese people.

Also we will develop the industry of Nagaoka from now.
I think this will become for the government much than participation in the government troops.
Above all,I think it become for the Emperor.

Because Nagaoka is Japan's Nagaoka.
We are Japanese.”
