Tokugawa had been suffering to deteriorating security of Kyoto.
So Tokugawa decided to make the army stationed in Kyoto.

But Tokugawa’s appointed was ”politely” refused to everyone.

They were not opposed to the policies of the Tokugawa，but they know well the difficulty of the situation in Kyoto.

This appointment came to ”Matsudaira Katamori” of Fukushima Aizu finally.
He was person of the Tokugawa clan.

Of course both he and his vassal knew well the difficulty of the situation in Kyoto.

People’s aversion was very high against the policy of Tokugawa.
Also assassin was occured frequently because of that.
Stationed there.
