Well，I back to the northeastern part of Japan of early dynasty era.

In 719 AD, Japanese dynasty was create a governance system called "Azechi".
Azechi was job title.
Talk of provisional  ”California governor has jurisdiction over the western United States”.
The equivalent of this California governor was Azechi.

Dynasty developed a governance system and tried to strengthen the regime.
But next year , Azechi of this land were killed and great revolt of Emishi occurred for the first time in history.

Emishi was not that of certain peoples.
Also that wasn’t a self-proclaimed.
Peoples outside of dynasty cultures and society who lived in the northeastern part of Japan.
They were collectively called Emishi.　
They were the subject of conquest in the process of spreading the sovereignty of dynasty.

Oddly enough，aristocratic of dynasty was in awe of the combat power of Emishi while disdain.
For example，person who had the name of ”Emishi” were many in influential people of the time.

After surrender，emishi called ”Fusyu” by conqueror.
Then they were organized as military called "Fugun".

Literal translation of "Fusyu" is captive prisoners.
"Fugun" is prisoners army.
It is not a good word.

By the way literal translation of "Emishi" is  prawn barbarian.
Of course it is not a good word.
　
However, person who had the name of ”Emishi” were many in influential people of the time

Foray into this land of the sovereignty of dynasty since the mid-7th century that was mainly peaceful immigration.

The resistance of Emishi against immigrants is expected.
Ensured security for people after immigration.
In that case only，”Seii” had been done.
Literal translation of "Seii" is conquer barbarian.


Of course many cases public office called "Jousaku" was established into a peaceful.
Jousaku was guarded by soldiers with the defense facilities.
Secretary of Jousaku was called ”Kokushi”.
He was leader of that region including the surrender people of Emishi.

However，it is from the perspective of dynasty.
Emishi had their perspective.

In 720 AD，great revolt of Emishi occurred for the first time in history.
